Water Bills
Water bills are due on approximately the 25th day of each month. Your water bill shows the actual due date for the month that service is provided. If you do not receive your bill or have billing questions, please contact the District’s operator, Regional Water Corporation, at 281-897-9100 during normal business hours from 8 AM to 5 PM from Monday through Friday.

Property Tax Rate
The property tax rate for Harris County MUD No. 255 has been decreased for the upcoming tax period from $0.22260 per $100 valuation in 2024 to $0.21990 per $100 valuation in 2025.

Meetings for the Board of Directors of Harris County MUD #255 are regularly scheduled for the second Tuesday of each month beginning at 11:30 AM in the offices of Smith, Murdaugh, Little & Bonham, L.L.P., located at 1100 Louisiana, Suite 400, Houston, Texas 77002. Notices for the scheduled meetings are posted in the box under the porte cochere in front of the Twin Lakes Clubhouse. These are open meetings where everyone is welcome to attend.

What is a Municipal Utility District (MUD)?
A Municipal Utility District (MUD) is an entity chartered by the State of Texas under Chapter 54 of the Water Code. The primary responsibility of a MUD is to provide water, sewage, drainage and other services in an area not initially within the boundary of a city. A MUD has taxing authority and is used by a developer to allow him to recover a portion of his initial investment without having to add the total cost of infrastructure to the lot price.
As a public servant, the board establishes policies in the interest of its constituents. A MUD may adopt and enforce all charges, fees and taxes to provide for the district facilities and services. Over time, MUD rates generally decline as the MUD is built out and operating and debt service costs are shared by more homeowners, unless new infrastructure or major maintenance projects need to be undertaken.
Harris County MUD No. 255 consists of a Board of Directors made up of five (5) elected individuals who are residents of Twin Lakes. Our MUD Board covers only the area of Twin Lakes Subdivision, thus any decision or action taken by the Board directly benefits our neighborhood. Such improvements have included providing for the cost of electricity for street lights and water sprinklers in the common areas of the neighborhood.
Mud No. 255 has also had to bear its proportionate share of the cost of conversion from groundwater to surface water, as required by the West Houston Regional Water Authority, as well as provide for the total cost of an emergency generator to run the District’s lift station in case of emergencies.
